The government has adopted a bill simplifying investments in agricultural biogas plants
May 2, 2023, marked a significant development as the government approved a preliminary law focused on making investments in agricultural biogas plants smoother and more efficient. According to the Government Information Center (CIR), this document doesn’t just streamline investment procedures; it also simplifies the utilization of local resources. This noteworthy project was approved through a circulation process.
The mentioned project takes us a step closer to creating a circular economy. This time, the focus is on farms and processing plants within the agricultural and food industry.
The proposed changes in the draft legislation aim to simplify the investment process, the procedures for obtaining development and building permits for agricultural biogas plants. They have also streamlined the process for getting connection conditions.
A key aspect of this document is making it easier to utilize local resources. The Act redefines substrates, no longer treating them as waste. Additionally, the byproduct after fermentation can now be freely sold without requiring permission from the Minister of Agriculture. This simplifies the sales process without involving administrative decisions.
The draft legislation introduces limitations on the total electrical power capacity, capped at 3.5 MW. Similar restrictions apply to other parameters of the biogas plant, including combined heat capacity (up to 10.5 MW), annual agricultural biogas production (up to 14 million m3), and annual biomethane production from agricultural biogas (up to 8.4 million m3).
This proposal is designed to stimulate the growth of agricultural biogas plants, providing support throughout their entire lifecycle – from investment to operation. It’s a significant push towards sustainable farming practices.
