Bulgaria Invests €590 Million in Energy Storage

European Union Approves Bulgaria’s Plan for Energy Storage Development


The European Union has approved Bulgaria’s plan to support the construction of new energy storage facilities with a total capacity of at least 3 GWh. The project budget is €590 million, fully funded by the EU’s Recovery and Resilience Facility (RRF).

The program aims to facilitate Bulgaria’s transition to a climate-neutral economy. According to the European Commission’s decision, the funds will be allocated as grants, encompassing all available energy storage technologies.

Energy Storage: A Pillar of Bulgaria’s Energy Transition


The energy storage project is expected to stabilize Bulgaria’s energy system and enhance the flexibility of its power grid. Storage systems play a crucial role in integrating renewable energy sources, such as solar and wind, which are characterized by production variability. Support under the program will be allocated on a competitive basis, with grants covering up to 50% of investment costs. The entire funding is scheduled to be distributed by the end of 2025.

Bulgaria’s Energy Transition: Challenges and Opportunities


Bulgaria is undergoing a period of dynamic energy transition. Traditionally reliant on coal and nuclear power, the country is now investing heavily in renewable energy sources (RES) and energy storage infrastructure. In 2022, solar power’s share of electricity production increased by 33% compared to the previous year, driven by increased installed capacity and favorable weather conditions.

Under its recovery and resilience plan, Bulgaria aims to triple its renewable energy production by 2026, reduce greenhouse gas emissions by 40% by 2025, and expand energy storage to meet growing market and export demands. In 2022, Bulgaria exported a record 12.2 TWh of electricity, ranking third in the EU for energy exports.

Regulatory and Infrastructure Challenges


Despite its ambitious plans, Bulgaria faces several challenges, including delays in modernizing hydropower plants and expanding grid infrastructure. These issues are particularly significant given the country’s dependence on fossil fuel imports and the energy market pressures caused by the war in Ukraine. Bulgaria is currently making progress in upgrading its medium-voltage grid and expanding renewable energy infrastructure with an additional 4.5 GW in new capacity.

European Support for Climate Neutrality


The EU-approved program for energy storage development marks a significant step toward decarbonizing Bulgaria’s economy. Investments in modern energy storage systems could not only enhance grid stability but also help small and medium-sized enterprises (SMEs) reduce costs associated with peak energy demand.

The program aligns with Bulgaria’s broader efforts to increase energy independence and develop a modern energy sector based on green technologies. The expansion of energy storage could also stimulate private investment and strengthen Bulgaria’s position as a key energy exporter in the region.
