On July 10, 2023, a significant amendment to the Act on the Protection of Electricity Consumers in 2023 was passed by the government. This update brings several changes, including increased energy consumption limits maintained at fixed prices.

In 2022, responding to the energy crisis and the surge in energy costs, regulations were implemented to keep electricity prices steady in 2023. These regulations ensured that prices would not exceed 2022 levels within specific limits.

Higher power consumption limits

The 2022 Act mandates that electricity prices in 2023 remain at the 2022 level, with specific constraints. For households, the capped limit is set at 2,000 kWh annually. For households with disabled individuals, this extends to 2,600 kWh, while families with both a Large Family Card and farmers enjoy a limit of 3,000 kWh.

Beyond these limits, a charge of PLN 693 per 1000 kWh applies. Local governments, public service entities, and small to medium-sized businesses face a ceiling rate of PLN 785 per 1000 kWh.

With the amendment, these caps are elevated: households’ limit increases to 3,000 kWh. For families with disabled members, the cap rises to 3,600 kWh, and for farmers and Large Family Card holders, it extends to 4,000 kWh.

Lower price for SMEs, local governments and public utilities

Minister Anna Moscow has announced in an official statement that starting from October 1, 2023, there will be a revised, lower maximum electricity rate for sensitive organizations, local governments, and small and medium-sized enterprises (SMEs).

Under the new arrangement, local governments, SMEs, and certain public utility entities will adhere to a maximum rate of PLN 693 per 1000 kWh. This rate aligns exactly with the current rate applicable to households.

Incentive to save

The government is actively promoting energy conservation among consumers. If we manage to decrease our electricity usage by a minimum of 10% between October 1, 2022, and December 31, 2023, we’ll be entitled to an extra 10% discount on our entire electricity bill. This discount will be applied in the settlement for the year 2024.

Minister Anna Moscow underlines that conserving energy doesn’t only lead to lower bills, but also contributes to safeguarding the environment.
