How much does electriciyt cost in Poland in 2023
Electricity prices today are higher than in the same period in previous years. In addition, numerous studies show that these prices will continue to rise. Let’s check exactly what the situation looks like in 2023. Do you know what affects energy bills in 2023?
How much will we pay for electricity in 2023?
The answer is: it depends. Not only from inflation. We cannot answer this question unequivocally, because it depends on the situation in which we find ourselves.
The calculation method and rates vary and depend on various variables. However, knowing our needs and the factors that determine the price of energy in 2023, we are able to independently determine (at least initially) which rates apply to us. Based on them and the amount of consumption, we will estimate the total cost.

Below we list some important variables determining the price of energy in 2023.
Energy consumption
Power consumption and current limit
In the coming year, the government has frozen energy prices for households up to certain consumption limits at the level of January 2022 tariffs. The limits are annual and are 2000 kWh, 2600 kWh, 3000 kWh. What does this mean in practice?
If we do not exceed the limit, our consumption will be fully calculated in accordance with the tariff price lists from January 2022. However, if we exceed the indicated threshold, new higher rates will apply for each kilowatt-hour (kWh) delivered above the threshold, approved by the President of the Energy Regulatory Office for 2023.
Energy consumption and distribution charges
The situation is similar in the case of calculating distribution fees. Distribution fees for households have been frozen up to the same energy consumption limits. If we exceed the limit, we will be subject to distribution fee rates in accordance with the rates approved by the President of the Energy Regulatory Office for 2023 for consumption exceeding the limit.

The maximum energy price in 2023 is aimed at reducing electricity expenses, which supports some consumers. When we exceed the energy consumption limit, then a higher fee is charged. It should be mentioned, however, that the energy seller cannot apply a higher price for active energy than PLN 0.693/kWh net, i.e. PLN 0.8524 gross.

VAT rate 23%
In 2023, we have a VAT rate of 23%, which means that electricity bills must increase compared to the previous year. In 2022, we could use the reduced VAT rate to 5%, because such an opportunity was provided by the anti-inflation shield. However, this year we have to return to the previous VAT rate of 23%.

Important: Prices and fee rates approved by the Energy Regulatory Office are net prices and rates. Always. Therefore, the VAT rate does not affect the level of the tariff approved by the President of the Energy Regulatory Office.

Increase in electricity rates in 2023
Electricity prices are inexorably rising, which is clearly visible on our bills, as well as in the price list for 2023 approved by the Energy Regulatory Office. As already mentioned, after exceeding the annual energy consumption limit, the rates according to the price list for 2023 come into force. According to these data, the price of electricity then ranges from PLN 0.94-1.03 per 1 kWh. This is a lot, considering the fact that in 2019 it was over 60% lower.

The indicated rates, of course, apply to the entire country and the G11 tariff, taking into account the cost of supplying electricity and the energy used. However, it should be remembered that the price of electricity in Poland varies depending on the place of residence, i.e. the place of sale/delivery of energy, time/tariff and several other factors.
How much does electricity cost according to the price list for 2023?
Knowing the price list, you can easily estimate the amount of your bill by multiplying the amount of electricity consumed and the price per 1 kWh. This is how electricity prices are according to the price list in the current year:
- Enea (in Poznań, Zielona Góra, Gorzów Wielkopolski, Bydgoszcz, Toruń and Szczecin) ? PLN 0.94 gross per 1 kWh,
- Energa (in Gdańsk and Olsztyn) ? PLN 1.03 gross per 1 kWh,
- PGE (in Łódź, Lublin, Białystok, Radom, Kielce and Rzeszów) ? PLN 1.00 gross per 1 kWh,
- Tauron
- (in Wrocław and Opole) ? PLN 0.96 gross per 1 kWh,
- (in Cracow) ? PLN 0.96 gross per 1 kWh,
- (in Gliwice, Katowice) ? PLN 0.97 gross per 1 kWh,
- E.ON (in Warsaw) ? PLN 1.02 gross per 1 kWh.
Certainty of higher electricity bills in 2023
There is no doubt that in 2023 we will not be able to avoid higher electricity bills, even if we meet the limit set by the government, e.g. up to 2000 kWh per year. In this case, of course, the prices from 2022 will apply to us. However, we must be aware that these rates, increased by VAT in the amount of 23%, will still be higher.
In addition, it should be mentioned that most households will find it difficult to meet the government-proposed energy consumption limit of 2000 kWh. If we want to regularly use most of the technological amenities at home (washing machine, dishwasher, fridge, TV, computer, vacuum cleaner, oven, etc.), it may simply be unfeasible.
