Chinese company SEPCOIII has announced the full commercial commissioning of the Saudi Red Sea Utility Infrastructure Project. This marks the completion of one of Saudi Arabia’s largest integrated clean energy and utility infrastructure developments.

The World’s First Facility of Its Kind

The project was delivered under an EPC (Engineering, Procurement and Construction) model, covering the entire process from design and procurement to construction.

According to SEPCOIII, it is the world’s first large-scale commercial utility facility to integrate a broad range of complementary energy and municipal systems. It is also described as the largest overseas energy-supporting infrastructure project ever completed by a Chinese company.

Part of the Vision 2030 Strategy

The development is aligned with Saudi Arabia’s Vision 2030 programme and supports the Kingdom’s goals of expanding clean energy infrastructure, reducing environmental impact and developing more sustainable utility systems.

Under the EPC contract, SEPCOIII was responsible for delivering a wide range of interconnected infrastructure. The scope of work included:

  • photovoltaic power generation,
  • energy storage systems,
  • power grid infrastructure,
  • seawater desalination,
  • water supply networks,
  • wastewater treatment plants and sewer networks,
  • solid waste treatment systems,
  • communications infrastructure,
  • district cooling systems.

The integrated development was designed to provide clean and sustainable utility services by combining renewable energy generation, large-scale energy storage, and advanced water and environmental infrastructure.

Awards and a Guinness World Record

The project has received several international accolades for technological innovation, its sustainable approach to construction and its engineering achievements.

In 2022, it received a Gold MUSE Design Award, and in 2025, it was entered into Guinness World Records as the world’s largest off-grid energy storage project by capacity.

In 2026, the project also received the Renewable Energy Innovation of the Year and Sustainable Construction Project of the Year awards, confirming its status as a benchmark for large-scale integrated clean energy and infrastructure developments.
