Azerbaijan launches Absheron BEES

President Ilham Aliyev has officially inaugurated one of the largest energy storage systems in the region. The investment at the 500 kV Absheron substation is part of a broader program to build storage facilities with a total capacity of 500 MWh (250 MW). The project, implemented by AzerEnerji, aims to stabilize the grid and enable the integration of more than 2.1 GW of renewable energy capacity by 2028.

Absheron infrastructure and technical parameters

The newly launched system at the Absheron substation consists of 50 battery containers and 13 inverter units. The facility is equipped with a modern control center featuring a SCADA system that monitors battery performance, grid frequency, and voltage in real time.

The investment performs several critical system functions:

  • Frequency and voltage regulation – the BESS compensates for active power deficits and stabilizes grid parameters.
  • Peak management – the system smooths the load curve, especially during sunset hours when solar generation drops sharply while demand rises.
  • Black Start capability – the storage units can self‑start, enabling restoration of grid operation in the event of a total blackout.
  • Financing – the 500 MWh program was fully financed from AzerEnerji’s own funds, without foreign loans.

Digitalization and intelligent energy management

Alongside the construction of physical infrastructure, Azerbaijan is rapidly developing the digital layer of its power system. Over the past seven years, 4,700 km of fiber‑optic cables have been installed, connecting the central SCADA system with more than 550 energy facilities across the country.

The system is being integrated with advanced diagnostic technologies such as WAMS/WACS and AI‑based mechanisms. Artificial intelligence algorithms are used for failure prediction and precise forecasting of wind and solar farm output. AzerEnerji has established a dedicated automation department to manage these processes.

Broader context of the transformation

Azerbaijan’s efforts are supported by international financial institutions through other initiatives. One example is the AZURE (Azerbaijan Scaling‑Up Renewable Energy Project), launched in 2025 and supported by a World Bank loan of USD 173.5 million. The initiative aims to unlock around USD 384 million in private investment in the renewable energy sector.

The inauguration of the Absheron BESS by President Aliyev sends a clear signal to international markets that Azerbaijan — traditionally associated with hydrocarbon exports — is rapidly building a modern, flexible, and digital power grid.
