OSGE and Laurentis Energy Partners Collaborate on Preliminary Safety Report for BWRX-300 Reactor

Orlen Synthos Green Energy (OSGE) and Laurentis Energy Partners Sign Agreement to Develop the First Preliminary Safety Report (PSAR) for a Small Modular Reactor in the European Union
Orlen Synthos Green Energy (OSGE) and Canadian company Laurentis Energy Partners have signed an agreement to develop the first Preliminary Safety Report (PSAR) for a small modular reactor (SMR) in the European Union.
The Preliminary Safety Report, required by the Polish Nuclear Regulatory Authority (PAA), is a detailed safety analysis that is a critical part of the construction permit application. This document aims to demonstrate that the planned construction of the GE Hitachi Nuclear Energy BWRX-300 reactors meets safety requirements. Preparing the PSAR is one of the most important stages of the licensing process, which requires thorough analysis. The report includes both general design assumptions and a detailed description of the systems, structures, and equipment of the planned reactor. It will cover aspects such as construction management, environmental and site analyses, plant operation, and nuclear fuel management, as well as plans for the future decommissioning of the facility at the end of its operational life.
Over 60 Years of Nuclear Solutions Expertise
As part of the collaboration in creating the PSAR, the Canadian partner will be responsible for preparing the sections of the report related to environmental conditions, site characteristics, and plans for the construction, commissioning, operation, and decommissioning of the plant for OSGE. Laurentis Energy Partners, a subsidiary of Ontario Power Generation (OPG), brings over 60 years of OPG’s experience in comprehensive nuclear services and solutions, including project management, licensing procedures, operational preparation, and operator support.
GE Hitachi Nuclear Energy as Technological Advisor
During the preparation of the Preliminary Safety Report, Orlen Synthos Green Energy will be supported by GE Hitachi Nuclear Energy (GEH), the developer of the BWRX-300 technology, which will provide detailed technological and safety analyses for the reactor. GEH has previous experience in this area, having played a key role in preparing the Preliminary Safety Report for a project in Darlington, Canada, which was submitted to the Canadian Nuclear Safety Commission (CNSC) in 2022.
As the owner and operator of the future nuclear power plant, OSGE will be responsible for providing key data for the analyses and coordinating and overseeing the execution of the tasks. This process is expected to take almost two years, with the completion of the Preliminary Safety Report scheduled for mid-2026.
